What counts as a user?

What is a user?  A user is the main difference between our plans. A user is anybody who is added in the Helpjuice backend in the users section.  If a user is a Super Administrator, Administrator, Collaborator, Draft Writer or Internal Viewer they would impact pricing.  Do customers count as users?
